Looking to tame some savages and bring y'all some democracy

Here's another character from Lilo & Stitch, but this time she's an actual lady. The Grand Councilwoman is a strict but fair, alien and all she wants to do is start up some politics to help you poor, dumb, people out. She's also kind of cranky but can you really blame her? Ending up on Sancrosanct means that reams and reams of bureaucratic paperwork are going undone and that inefficiency kind of pisses her off. 
  
Soooo, who has characters that won't break down and be useless when it comes to talking hypothetical new governments? Also, who out there has a real dislike of formal positions of power and are always looking to stick it to the (wo)Man? 

Plus, she's going to need a bodyguard or two. Can't be president of the universe without worrying about a few headshots here or there.
 
Really I just wanna know if she'll find any eventual supporters or people to go along with the plot only to try and stage a coup. Hypothetically for that hypothetical government,
