This here is Emile from Halo: Reach and he's here to...not get along with most of you. Especially you aliens.

He's from right near the end of the game and comes from a slight AU where Grunt Birthday Party is always on. So basically, whenever he headshots a little Grunt alien, its head explodes in confetti and there's a "hooray!" sound.
